Many large organizations offer a domain name, hosting and email for as little as $10 a month. There are multiple up-sells during this process, which should tell you that there is much more to a successful web site than a name and cheap hosting. You still need someone for design, copy, SEO, marketing tips and more. Add to that the maintenance fee (to make changes to your site) and you’ll see that the $10 a month is a marketing gimmick.
